They were going to jail the shooter for not paying his national insurance bills. I can't imagine a country silly enough to force people to pay for insurance and threaten them with incarceration otherwise.

What it all means is, that as a small business owner he didn't pay (~60.000$) his part of the SSI for his employees. A quasi tax evasion if you will. He would have never gotten more than a fine, i.e. "better pay that shiat back." Now he will do at least 15 years for murder.
