If you leave condom use optional, those who demand safe work conditions will just be fired and a new crop of actors/actresses willing to be less safe will take over. In this case, the unintended consequence is not hard to see; it's actually quite obvious.

Considering the nature of their work the STD rate among mainstream pornstars is remarkably low.

Mandatory testing prior to working makes sense. If you do a good job at keeping out infected individuals condoms are unnecessary.

A) Ron Paul hasn't really weighed in on bareback porn.
B) As long as this stuff is left to the states people can easily move to avoid onerous regulations. Do this on a national level and what can you do? Renounce your citizenship? That's a bit extreme.
