Honestly, very few police departments care one wit about prostitution if it doesn't involve underage kids or sex trafficking or they can make money seizing cars and then dismissing charges. I'm not sure how these guys manage to find underage prostitutes but I bet some of them do so when making an arrangement for adult prostitutes. In otherwords, they speak to the pimp, hire some 19 year old a few times and then the next time maybe say 'got anyone younger'.

If prostitution for girls 18 and over was legal then it may make things harder for the guys to find the underage girls. Bring all the legal stuff out in the open so to speak and make it regulated and those in charge are less inclined to take risks.
