They were weasels in Rodger Rabbit. (weasels are related to otters also so that may help with why you are reminded of them).

The hyenas you are thinking of are in The Lion King.

Thank you, truly. I googled, and I really spent some time wondering why I was thinking Roger Rabbit..

Apparently, here are all the weasel scenes, carefully cut out by some guy so that none of them would be funny :(
