Yes, the controversy over the emergency management bill Snyder came out with. If the city runs out, then the governor gets to step in, assign a manager, and then break any and all contracts that they see fit to get the city financially solvent, including union contracts, pensions, etc. The opponents say that they did it so Snyder's buddies can be assigned control. The supporters say that the old law under Granholm didn't have enough teeth.

The wealthy suburbs are in Oakland County, Detroit is south of 8 Mile in Wayne County. I pay a lot in property taxes, but the bulk of it goes to the school systems.

Well that's not news. Welcome to my life. $4800 ER bill before my insurance kicked in, but I don't qualify for assistance because I make too much money.

I dare anyone to find me a state BESIDES DC that's actually thriving right now.

Depends on which side you're on. If you're expecting pension payments, then it'll suck for you. I still hear calls to raise taxes and charge for services, but Michigan just had to pass another law that allows Detroit to charge a city income tax. The law is based on the number of residents in the city, and Detroit was getting dangerously close to the limit, so they lowered it. Let's raise taxes and drive people out even more! That'll show 'em!

Livonia, Westland, Plymouth, Northville, Dearborn Heights, Dearborn. Heck even Inkster, Wayne and Redford are probably wealthier than Detroit at this point.

Is funny, in New Jeresey it can be a similar issue. The wealth gap is huge, and the poor urban areas (Newark, Irvignton, East Orange, etc) are surrounded by wealthy suburbs in the same county. The propery taxes are incredibly high, but the school systems are some of the best in the country. I always wondered how much the high taxes (2.907% in my town. Average house price $650,000) have to do with the school system, and how much they have to do with commenting for the urban areas.

I legitametely have no idea how any of this works.

A tourism-related book in my Columbus hotel room was proud of Ohio's annexation policy that allowed Columbus to grow to avoid being "strangled" by its suburbs.

My parents pay a metric @ssload of taxes in GPF - although housing prices have fallen off dramatically from 15 years ago it still is a very nice place to live. Even though it's on the Detroit border the GP's have private parks and excellent schools and apart from the occasional car theft, very little crime. We used to call the GPP cops the "border patrol" since that city spends more than half of it's total revenue on police which keep the riff-raff out. People from there refer to it as the bubble since on one side of the street there are crackwhores and on on the other side palatial estates. It's not so uniformly white as it once was but take a look at the racial distribution for the area and you can clearly see the outline of Detroit on the east side.
