To be fair, there's been a few US servicemen Japanese schoolgirl rape incidents. It's difficult to keep up with the details.
Having recently been in Japan and seen what some of the school girls are wearing, and not wearing, I can see where cultural differences can lead to tragic endings.
Americans in general, males in particular, are far more aggressive socially than the Japanese. Yes that is a generalization.
Add in skimpy clothing, (see anime), alcohol, differences in response to incorrect or rude behavior, and dumb GI's, yeah. sparks in the gas station.
But, a cabinet level or near cabinet level official should be politically smart enough to be more careful about what he says.

I didn't understand the outrage either. I think the admirals' statements were politically incorrect by violation of two tenets of feminism: rape is not sexual and prostitution is exploitation.

The admiral either genuinely thought or made it seem like paying for sex with a willing adult is equivalent to raping a 12 year old. As if the servicemen in question had a brain fart and raped a child instead of pooling together a thousand bucks to run a train on a hooker.

Oh, you can fark your fellow service members. A lot of us ladies stationed there were generous with our favors, or maybe that was just me...
They can still get sex because a lot of the local girls were pretty enthusiastic, with the obvious exception being underaged school girls. I think the thing that upset me the most is that this was completely premeditated on the part of the marines. They rented a van and had a rape kit at the ready. As much as I disgree with "local justice" I wish they had turned these guys over to the Okinawans to do their time.

This is probably the most insightful post here.
Yeah, there's some asses out there who are clearly predators, but, especially with regards to sexuality and interpersonal relations, it's super easy for your average westerner to "not get" what exactly is going on with a Japanese man
or
woman.
And the last line is true, too, though "sloppy PR" is definitely not something confined to Japanese politicians.
