It wasn't a matter of not having enough money, but rather a security precaution that only approved checks would be cashed--and they didn't get them approved in time.

My family has horrible luck wth our Christmas scratch tickets from mom. In about ten years i think we've won about $100 total from them between all of us. Of which I've won exactly bupkis.

It's a type of account called a "Controlled Disbursement Account." Such accounts are used by big companies (and obviously the lottery too). Having a Controlled Disbursement Account is both a way for a company managing cash flow and a fraud prevention measure. The drawer sends a list of checks it has drawn to its bank every day and its bank will not pay any checks unless it those checks are on the list(s) provided by its customer.

Here, the list got sent. Winners deposited the checks and those checks were sent by the depositary to the drawee. The drawee did not see them on the list and returned them to the depositary without paying them. Sucks to be that winner.

I dunno if I would say winning $1000 is bad news. That seems like pretty good news. Sure you didn't win the jackpot, but it's still better than winning nothing.

Banks are strict on that time. When our accounting person is, I have backup duties not only to send SafePay but also any ACH transmissions. I once got the ACH file sent in an hour late. It messed up a ton of peoples weekends.

Yes, larger companies have it. I've heard it called Pospay among other things.

Each day, and on demand, a list of checks and their amounts is sent to the bank.

I know that there is a fee if a check is not in the list and presented for payment, for us it was $5 per check. Usually it comes up when a person gets an expense check and tries to cash it at lunch, same with final checks, etc.

Actually, I was thinking about the attention I got from my personal banker when I came in with just a moderately large check. Either she was thinking of trading up or she was thinking of setting me up with a friend.

every year one of the local stations runs a story about how the holiday tickets have much worse odds and a lower pay out % then any of the other games, something like a third less chance to win and half the total payouts because more of the winners are for free tickets.

/never stops my grandmother from giving me 10 bucks in scratches every year
