That's just sad and depressing.

Forget the death penalty, what boggles my mind is that there are people who would be against locking up someone who would do such a thing for life without the possibility of parole. Mexico is one place that does that. They do not allow the extradition of suspects that face life without parole

there isn't an image scan app yet that can take a pic of a tattoo and run it against a bunch of old mugshots?

How, exactly, would it be the "bad choice" of the flaming, unidentified corpse? Could it be that the person in question made some good choices, had a nice tattoo, and ran into a friggin' psychotic pyromaniac who, in turn, apparently made at least three bad choices:
1. Picked and killed a victim with identifying marks;
2. Did not ensure that flaming victim's identifying marks were destroyed, and;
3. Thought no one would notice a flaming, half-charred body on the side of the road?

Gang member, yes. Latin King, no. Our area is light on Latin Kings and, besides, black males in Latin Kings is pretty rare. Several of the tats reference Gangster Disciples. As much as one would like to think he got torched because he tried to get out, him sporting the "Ex-con" t-shirt wouldn't lead me to believe that.
