Newt knows how Republicans deal with insurgency. Ignore it for a while (while also ignoring that the circumstances for insurgency bubble beneath the surface, and ignoring warnings that you're not helping things), then throw a bunch of people at it, then ignore it some more while attrition takes over, then pull those people back to other work because "we've had a reduction in insurgent activity" (meaning you're back to where you were before), then run out the clock until it's the next guy's problem.

In marvel zombies the watcher mentioned how the zombie plague would not have an ending so he caused it to consume itself. In a way this seems like what is happening with Newt. His policies and methods have looped back to the beginning and are consuming him.
