According to the Phoenix, UPD has an "ongoing internal affairs investigation" into the incident, and apparently the video has been sent to the FBI "for review."
Translation: They're going to stall long enough for the public to lose interest, at which point the cop will be quietly transferred to another department after taking a couple of week paid suspensioncation.

From your link.
Earlier in the video, in a portion not shown on all the social media sites, the officer's empty hand can be seen going in the driver's jacket pocket, pulling out a baggie
Sounds like mis-handling of evidence at best. Case dismissed.
I wouldnt put it past a department to pull something (say on a mayors/chiefs orders) against a political oponent or someone who's been slipping through their hands on something else that's much bigger.
There's no logic in doing so to some nobody though. The job is a lot easier if you find nothing and are able to see them off without an arrest.

I despise corrupt police officers more than just about any other category of Really Bad People (TM) on this planet, and I think most decent people would agree that they should be dealt with far, far more severely than they typically are (prison or worse). But I equally despise people who selectively edit video to show something that didn't happen. And based on
Brandyelf
's link, this looks like bullshiat.
There are enough real examples of real police corruption; it doesn't help the cause for decency and justice when idiots like whoever posted this try to invent it. It just gives those sad sacks who worship corrupt cops reason to say "Oh, this has to be doctored, just like that time in Utica" when true abuses are brought to light.

UPD Spokesperson Sgt. Steve Hauck says, yes, you put it in your pocket. Sgt. Hauck says the first rule for police is keep your hands free in case you have to defend yourself. He says the officers didn't violate protocol or procedure by storing evidence during a outdoor traffic stop in freezing cold temperatures in their pockets for a few seconds.

I submitted the original link to this story a half hour after it broke yesterday, and it was redlit.

It wouldn't necessarily be mishandling evidence. You can be sure that the defense lawyer will bring it up and try and punch holes in it, but in all likelihood the evidence will come in. Chain of custody is preserved as it went from suspect to cop to presumeably the evidence locker. Question is whether or not that brief period in the pocket is outside of normal procedures which the department spokeshole says it isn't and would that period in the police officers pocket taint the evidence. Chances are the explaination for the action is rational and I don't necessarily see any issue with what was done that would affect the charges against the suspect..

I'm not saying cops never framed anyone before but this is mostly due to the confiscation of people's property when drugs are involved. This makes a lot money for the police so of course they are going to frame as many people for drugs as they can.
And also why there is a fourth amendment against government seizing property without due process. It's a racket.

From what I remember on "Cops," the standard procedure is to empty the suspect's pockets onto the hood, in plain view of the dash cam, so that it can be used for evidence.
