I just read this story on CNN right before coming here... Apparently the mayor of West Hollywood was quite eager to classify this as "a new form of domestic terrorism."
That word seems to get thrown around quite a farking bit nowadays. Makes me twitchy. Not the arson, but the "terrorism" modifier. Some asshat lighting cars on fire is not terrorism.
/Oh, by the way, Obama signed NDAA yesterday if I'm not mistaken. The "real terrorists" have won.

What's with all the carports? Does no one out there have an actual garage? Perhaps the person(s) is torching cars in the open or carports because of the easy access. How quickly can you turn a carport into a garage?

Depends on the build of the carport, your access to tools and materials, personal skill, and city code.
If it's permissable to do it (and not some bizarre code-housing-thing where you have to declare it an official renovation/addition/whatever), and you have all the stuff, and the carport was built to withstand the additional weight (that is, has good strong foundation and uprights)...a couple hours?
If it's a few 2x4's stuck a foot in the ground with sheet metal bolted to the top and no structure...a full day. Because you're going to need to tear down and rebuild that mother. Make it 2 days if you're going to set anything in concrete, just to give it time to set.

There's been arsonists capable of this before. In the mid 1990s Seattle had a fellow by the name of Paul Keller. He eventually set 32 fires they know about, over a period of a few weeks.
We didn't call it domestic terror, because it was pre-911. If only they would have, he could be serving longer than 99 years now.
And yes, West Coast construction (lots and lots of exposed wood, very little brick, lots of open car ports) lends itself to this.

Yeah. According to the Wiki Keller was convicted on 32, but admitted to setting 44 more. Often 3 or 4 a night as I recall. And MC 900 Foot Jesus was considered his inspiration, leading that song about serial arson being banned off the radio here.
So my moneys on one guy, who maybe resembles Neil Patrick Harris.
