I can understand Vancouver's rationale for this, but I struggle to imagine how it helps. I suppose a healthy crackhead at least has a chance to move on with their life, but from the limited time I've spent on East Hastings as an observer, there doesn't appear to be a lot of focus on the future.

Some of the Scandinavian nations have enacted policies of this nature with spectacular results. I forget the specific country but I believe de-criminilising heroin addiction and providing safe sites for use has reversed the expansion of the effects of that particular drug culture in an extensively massive way, it was even linked here on fark sometime earlier this year.
This is a good step.

That's a smart approach. It reduces the isolation of the addict, making it more likely that they'll get treatment.
/plus it was pointed out that it saves money by reducing the medical expense of extra hospital visits by addicts

My girlfriend is doing her medical residency. She had a guy come in with an infected shoulder. He got it because he was injecting with dirty needless. Infection spread to his blood. So now his whole body is infected. So he spends a month in the ICU. About half way through his stay he gets all "You don't know what is best for me" walks out only to be back in a few days later worse off than when he left. Uninsured and homeless we did a quick tally and he's cost the state AT LEAST $1M (by the math they use to bill insurance companies). She's only rotated onto ICU 3 times but has seen at least 3 patients like this.
That's just 1 hospital in 1 city that is around ~500k in size. It would have been MUCH cheaper to hire some nursing staff a doctor, clean needles and all the drugs they could want. Administered in a safe, sterile environment.
Amsterdam and another city have this in Europe and usage rates have dropped off. Because they force them to go to counseling and the such.

Good. When you begin to remove the negative stigma associated with drug use, you make it easier for people struggling with addiction to access services to help them beat their addictions.

It is also beneficial for the city. Less dirty used crack pipes left all over the place. It also gives them a place to use the bathroom, etc so they aren't crapping all over the streets.

2. Lesions, cuts, burns on the mouth, or chips on the pipe.
3. Sharing is bad, no matter what your mommy told you.
Hep C. is easier to get than HIV.
