Possibly. Any photos published before 1923 are now in the public domain. However, unpublished photos would have been under copyright for 70 years after the life of the author, which would be Albert Kahn if the photos were work-for-hire. The likely much younger photographers Kahn sent around the world may not have been dead for 70 years yet. Even if we assume they were work-for-hire, still being under copyright between 1978 and 2002 allowed for the possibility of renewal into Sonny Bono/Disney infinite copyright, or something.
