I must give them credit, though, for checking on this after the fact. A lot of government agencies wouldn't even bother to do that.

That's how it works. When you apply for or renew a PTIN, you are signing up to have your background and credentials checked. Since the vast majority of PTIN applicants are fine, the number gets issued as soon as a processable application is submitted. If you turn out to be shady, your number gets revoked and returns you prepare are treated accordingly.

All in all, it's a non-story, or at least a cyclical one. A certain subset of the prison population never actually stops trying to commit tax fraud from behind bars, just like the 861 crowd, the '40 acres and a mule' crowd, or the families that believe that Puerto Rico was stolen from them never stop trying.
