I was going to say that--regardless of the truth of this matter--the investigation shouldn't be internal, but it occurred to me that it doesn't matter who does the investigating. What matters is transparency.

I understand wanting to keep the gruesome details quiet for the victim's or victim's family's sake, but I think internal investigations are cases where the public eye is not merely acceptable but desirable. Even if there isn't any favour-trading or buddy-protecting going on--which I doubt, but it's conceivable--it doesn't take a Mensa member to realize that keeping everything internal and hush-hush will generate suspicion leading to non-cooperation with other, non-internal investigations.

Life is easier when dealing with people who trust you, right? So earn the trust: make the entire investigation, not just the results, public.

If charges are levied or lawsuit filed the tape (or lack thereof) will come out in trial. It is likely exempt from release with a FOIA request as it is evidence in a pending investigation.

The public must demand that police departments disband their Internal Affairs departments and create citizen review boards with full investigative and subpoena powers. Allowing LEOs to police themselves only benefits the cops. And IA can be reassigned to fighting crime, not covering it up.

I'm not sure a jury would buy it, but you never know.

It sounds more like she got tangled in the seatbelt. Its not like she used her hands to put the belt around her neck (those were hand cuffed behind her). I'd say there is still probably *some* liability. I mean it was dumb or her to struggle to the point that she entangled herself, but I don't think she intentionally choked herself and someone probably should have been observing her/been able to get her out of there faster than was done.

I dunno, the language used in the article makes it sound intentional... "choking herself", "almost killed herself"... but that could be poor writing on the author's part.
