Based on the position of the vehicles in the photographs, it's clear that the first one was taken a few seconds after the second one, so maybe those guys just got there and set up real fast.

Cultural differences is likely the reason. Not a particularly logical reason IMHO, but they probably wanted the funeral possession to look as perfect & regimented as possible as a tribute to their oh-so-perfect Dear Leader.

It was probably a quick decision by a supervisor. Or it was a decision by a younger lacky, used to the needs of the higher ups. Perhaps the real question is "how did two pictures get out?" EIP.

FTA...The agency granted an exception to ABC News "for the sole purpose of being able to show and explain what had been altered before the picture was provided to international news agencies by KCNA [North Korean Central News Agency]. We consider this as part of a transparent and responsible clarification process."

A European Pressphoto Agency spokeswoman told ABC News, "Any kind of digital manipulation violates EPA's code of ethics."

My guess would be that someone at either the EPA or ABC leaked the before/after photos.
