Years ago (longer than the statute of limitations) I operated a crane without a license in Connecticut. I was more than 250 feet away from the nearest inspector and was not arrested. Is it legal if the proper operator is 30 feet away calling out instructions?

Yet another example of government over-regulation. If workers don't want to be killed in crane accidents, they'll simply hire safer cranes, and let the invisible hand of the free market put the unsafe ones out of operation.

So the state crane inspector, inspects crane operators and cranes. But he had to call a detective to launch an investigation to verify if the crane operator was qualified to operate a crane. Why didn't he waddle 250 yards back to his office and look the guys name up on his computer?
