A friend of mine got busted in New Jersey a few years back. He'd packed a pistol for a fishing trip and was trying to talk his way out of a traffic ticket. Usually directing the subject of discussion to the handgun you're carrying will establish a rapport with the nice officer, at least in Pennsylvania.

Here in PA all you do is fill out a form and submit it to the local sheriff. If you're turned down, you just mail order one from Florida and you're good to go.

How do you fine the legality of it? It is illegal to conceal and carry in NYC. Therefore the gun is illegal in NYC.

You want to tell that to Dr. Suzanna Hupp who could only stand and watch as her parents were murdered by George Hennerd? You may have heard about it. October 16th, 1991. Luby's Cafeteria, Killeen, Texas. George Hennerd drove his 1987 Ford Ranger pickup through the window and started shooting at anyone who was there, including Dr. Hupp's parents. Dr. Hupp had a gun, but under Texas law at the time, she was not allowed to carry it into the restaurant, so she had to leave it in the car. 23 people were murdered with another 20 injured. Had Dr. Hupp been allowed to carry her firearm into the restaurant, that number could have been much smaller. Luby's massacre

LTC's often cross over state lines and a TN permit is valid in VA.
