Only within the same grade of oil. A barrel of extra-heavy Venezuelan crude isn't the same as a barrel of light sweet Saudi crude.

More local oil production does not mean substantially lower prices local prices.. the whole market prices usually goes down just a smidgen .

More local production of renewable energy does mean lower prices... eventually.

I work for petroleum based trade associations and, yes, they use the US and Canada as the domestic region. Probably because there are plenty of companies that are owned by either the US and Canada that have plants in both countries. I just pray to Jebus that Perry is an oil man and is basing his statement on industry definitions. Unfortunately, I think he just wants to have a pretty little talking point.
