No, 2000.

You see, the plan seems to have been that Jeb was the one who was supposed
to be president, since GWB was seen as a lightweight. Jeb didn't want to give
up the governorship of Florida, but did his best to monkey with the election
laws to ensure that his brother got Florida's huge stash of electoral votes, but
in the process he tarnished his reputation to the point where no one in the
GOP will touch him because of the lingering bad taste from 2000.

At least, that's what I see the situation as being.
