Building something like that outside is just stupid. The maintenance costs will be insane which probably means it will never be done, leading to them breaking down and residents just using them as stairs (assuming they don't start freewheeling down, which is a risk itself).

Come on, stop being ridiculous. This is an incredible addition to the community. There already IS a monorail... and ski-lifts gondolas. No other city on earth is making these transport innovations. A project like this is of HUGE benefit to the community, as has been proven in neighborhoods where the metrocable was built - offering them more access to health, security, and education.

It rains every day. That's not going to be a problem. We are also not living in 1988: Medellín is one of the safest Latin American cities.

Seriously, you'd think people here would be a bit more intellectually inquisitive.

Obviously you have not read much about this city or the extreme care that goes into maintenance of its metro and gondola (metrocable) systems. Now's a good time.

What they need is a big pulley system. When one person wants to go up, just wait for someone who is coming down to use as a counterbalance.
