What else is messed up is that there is an option to serve a 10-year sentence in county facilities. Unless those have been severely upgraded, that is a long time to spend in county lock-up. They're meant to hold prisoners awaiting trial, up to a year. If you're doing hard time you don't want to do it in county. The State pen offers a lot more amenities as they are usually set up around you living there, not just passing time (though that's the activity no matter whose bars you're behind).
