Ah, good old dog vomit slime mold. It is common around here but then again some years you never see fruiting bodies but the little individual amoebae are still living near the surface. I'm not sure quite what the signals are that cause it to fruit - it often happens shortly after a good rain and appear synchronized. Sometimes I've seen maybe a dozen patches along a quarter mile walk.

One common place I see it is on top of wood bark or chip mulch which seems conductive to growing the type of bacteria it likes. The planting outside my local grocery store are one of the best places to find them.
