So all it takes is one person to be "offended", make a report to the police, and the guy has no choice but to remove the sign? What if I pass by someone's home and I'm offended by the landscaping? I can go ahead and report that right?

A person is deemed to have committed a Section 5 offence under the Public Order Act 1986 if they display any writing, sign or other visible representation which is threatening, abusive or insulting within the sight of a person likely to be caused harassment, alarm, or distress.

Who exactly was being threatened, abused, or insulted by this? Mall Santas?

Yes, because it is England. Where squatters who occupy your home after changing the locks just hours after you leave for work have more rights then you do. He was probably facing some pretty stiff penalties and fines, if he did not remove it.

Police say they do not have a record of the incident but it is understood it may not have been logged if no offence was deemed to have been committed and if words of advice were given.

..or makes the whole thing up.

There is no "Freedom of Speech" or "Bill of Rights" in the UK. I'm continually shocked by the powers the UK police have and how the sheep there just go along with it.
