The idea's been floating around since then, but there have been arguments against it the whole time. Anti-pornography people consider it a legitimatizing of pornography while pornographers didn't want to be ghettoized.

Also, how does one misuse vatican.xxx? It seems like letting the Vatican own it just to point it to vatican.va would be the real misuse.

Actually I pitched the idea about ten years ago to a 'netnanny' type service. So that you could disable a childs ability to access it just by the .xxx tag.
