It's a directed gift towards establishing the new graduate campus for applied sciences in New York City. It goes into the capital budget, not the operational budget.

You may be interested to learn, though, that Cornell University is currently several years into a program to cap student loans in financial aid packages by replacing with need-based scholarships. These additional scholarships are funded in no small part by the generosity of people like Feeney.

/myself had over $10k of CU tuition paid for by grants from charitable donors.
