That may be a factor, but it isn't the only one. There simply isn't enough unrest to make it worth it. We'd have to move in with a ridiculous amount of force, then occupy it in such a fashion that Iraq and Afghanistan would be simple by comparison. It would also very likely trigger a world war, nukes or no nukes. Some countries you can get away with messing up, some you can't.

Beyond that, they want our aid money, and they're going to tolerate our regular violations of their space to keep getting it. It helps that they aren't particularly in control of the area we're operating in.

True, the situation in Pakistan is complicated, but the original point from the quote stands. Iranian leaders look around the world and see Pakistan harboring bin Laden, North Korea firing missiles and provoking South Korea, and Qaddafi's Libya abandoning its nuclear program less than a decade ago. One of these three regimes is no longer in power.

Attacking countries that voluntarily gave up their nuclear ambitions makes it extremely difficult to negotiate with those who still have them.

Everyone is scared of the nuke, but the lack of one really didn't start the Libyan revolution. The American NK policy seems to have been "wait for the cancer-y guy to die, in the meantime make sure they don't all starve to death". Sure, NK does its yearly provocation and seems to get rewarded for it, but it was a dog and pony show to make a malignant narcissist who wasn't overly bright feel better about being short.

I do agree the Iranians want a nuclear weapon because it is a big get-out-of-jail-free card and a huge hammer to hold over a volatile region, but they have to also know there are other ways to skin a cat. Despite (or perhaps because of) Iran's theocracy, the biggest legitimate thing they have to fear is another religious nutbar attacking them, and a nuclear weapon (or any other WMDs) isn't going to be a deterent then.
