The "Goth" music movement grew out of post-punk in the late 70s-early 80s in England, and it rather quickly spread to the US, though I'd say the "goth" aesthetic had older antecedents in fetish, fashion, and literary sub-cultures of the 70s. It isn't like goth was even all that underground by the late 80s, so I find it surprising you'd think it started in the 90s. Wikipedia is rather informative on the topic if you care to look.

In the Eighties when everything was hot pink and acid washed, that is goth attire. Note the darker wine colored lipstick instead of the normal pale-blue fronted lips, and the jewelry made of precious metal and stones instead of geometric hunks of plastic glued together. Also note the lack of a full body tan. Looks like a 100% goth chick circa 1986 to me.
