On the other hand, sometimes it's a teenager that the parents can't control any longer and it gets kinda dumb at some point to jail the parents. I understand the theory that parents should control their kids, but there is a point where it is too late (parents' fault or not).

I hate to disagree with you but, usually they arrest you for the worst charges then plead it down. They arrested her for the lower charge because that's all they had.
