Can some Republican apologist on here tell me why it makes sense for Republicans to be against a payroll tax cut even though they've told us for years that "Tax cuts don't cost us anything" and all of their efforts to rubber stamp every tax cut imaginable to man?

Also, can someone also tell me what is the big deal about the Keystone pipeline so much that the GOP will shut down the government over it? There are thousands of pipelines, what it so special about this one? Seems like Republicans make it seems like it will lead us to prosperity or something.
