The failure was not getting a SOFA (Status of Forces Agreement) in place with Iraq and the possibility of having to go back in if Iran causes problems in Iraq.

Ok, but I don't see why this matters. I always thought of it as a tentative withdrawal date, if the situation in Iraq permitted. I think Romney is wrong and Obama made the right call here, but he made that call. Bush didn't jump in Obama's time machine and make sure his schedule was kept 3 years beyond his presidency.
