Italy and Greece have deep seated social and cultural problems regarding spending, financing, and revenue collection.

Spain does not. France does not. Germany does not.

Thank you. I was afraid the reference would go unrecognized. The overlap in the Venn diagram of people who are familiar with both finance and literature is somewhat small.
