Wasn't there a big todo about Bush Jr. doing the same thing? That you couldn't work in Iraq as part of the state department unless you were against stem cell research? I could understand if the test applied to their actual job - he would want a piss-down secretary of the treasury for example since that what he believes, but what would it matter if the Secretary of Defense though abortion should be legal?

and reading various books and stories about how badly the entire american reconstruction effort failed, it seems that hiring people based purely on their opinions about superficial social policies in the US leads you to hire a large number of wholly incompetants who bungle an incredibly important and expensive mission

I remember the stories about young idiots who were members of the Heritage Foundation web site, getting high paying jobs 'reconstructing' Iraq, in spite of no job experience. 'Woo hoo! I'm 23 and was just delivering pizzas, now I'm in charge of rebuilding Iraq!'
