Can't you use hydrants to fill pools and whatnot any way? You call ahead, someone comes out and slaps a meter and hose on the hydrant, and then you end up paying some bulk rate for the water?

2011-12-14 11:15:25 AM
Police said the men were likely to be fined and ordered to pay for the water they used, which is estimated to be $127.44.

Nelin said the fine would be split between the five men and that he was still looking forward to using the rink.

So $25.50 per person for a winter's worth of private ice time? Sounds like a damn good deal to me.

In most areas, yes. They even have portable water fountains you can attach to the fire hydrants these days. So if you're having a parade or something you can provide hydration.

These guys got really cheap over a fairly inexpensive cost, hopefully the fine is fairly large.

They should have took the opportunity to fill the rink with Kool-Aid.

This. My dad used to make a rink most winters while my older brothers were in hockey, although it was nowhere near as big as this one. Things would be ok until the local dogs started peeing all over it. My brothers would play for hours then come back into the house reeking of sweat and dog piss.

Good times.

He said he and his friends were originally filling it up with a garden hose, but switched to the hydrant through fear the water bill would be too high.

So instead of using their own water and being charged for it, they figured why not have the taxpayers take care of a large portion.

I say slap a large fine on top, and if they can't afford it the rink should be opened to the public considering public money funded it.

/All for personal ice-rinks, just don't be a douche bag about it.

The fee isn't high enough. Stealing public resources for private use because you don't want to pay fee should mean you pay 10x.

I doubt the fire department would have had a problem with this. Hell, at the local park, the Fire Dept fills up a shallow retention ditch (oddly the size of a hockey rink) with water every year precisely for this purpose.

My problem is that they didn't ask, and didn't see anything wrong with stealing.

Again; Idiots.

Cost of liability insurance.

Ice is cheap to ensure if you're just letting people skate on it.
Ice is very expensive to insure when you add in the little rubber puck, pads, and contact.

I didn't realize having a work ethic involved stealing public resources. Would they have paid anything if they weren't caught? Hell no. The only reason they did that was because they were scared about how high their water bill would be. Make the fine 5x whatever the original cost would've been to fill it with a garden hose from their own meter, then I'd be ok with it. Right now they're each paying $25 for doing it. That's not even a fine, that's a freaking deal of the century.

Again all for ingenuity and being proactive, just don't steal public resources to achieve your goal.

2011-12-14 01:56:55 PM
Not asking before hand means the city didn't get to review whether or not the rink's location is ok. It's also no big deal when the water is frozen, but how do they get rid of the water come springtime (I'm sure there's a good way to do this but I'm wondering if they just thought they could just let the water flow overland)? Doesn't all the grass die under the rink? Looking at the size of the backyard, I'm sure the cost isn't really the prohibiting factor for this project.

Funny, it's 46 degrees today, and isn't supposed to stay below freezing for at least another week. I wonder when they took the picture.

Yes, because the best way to learn a lesson about not stealing public resources is by fining them less than what they would've ended up paying had they not stolen public resources.

I think some of you are missing something. Not only do they have to pay for the water, there will also be fines & court costs. They may feel it worth the money but they are going to pay a lot more than $25 apiece.

Why would a town purposely fill a retention area with water? Retention areas are there to prevent flooding of a specific area. I hope they realize they could have a real issue should they have a quick thaw or heavy rain. People ask all the time if they can do this in their subdivisions. Remember ice thaws, or you'll be angry in the spring when your basement floods.

/Could be just a naturally low lying area, well out a flood zone, in which case please disregard

I'm with Homer on this one. They're kids. If you didn't commit a few misdemeanors as a teenager, your childhood probably sucked. Make them pay for the water, give them a stern talking to, then go grab a beer with your buddies and reminisce about your youthful indiscretions. People take themselves way too seriously these days.

They are college kids so they probably don't live with their folks.

that's why it gets the hose, I've skated at plenty of rinks that barely have any cover, you can see where the lines have been skated on

The Science of Hockey site provides further details on rink ice. Bruce Tharaldson, the icemaker for the San Jose Arena, explains the process to create a premium ice surface for hockey. Before the pre-season games start in September, the arena pumps freezing cold salt water through pipes that run under a concrete slab that makes up the arena floor. When the slab is cold enough, layers of water are applied to it. That 3/4" ice surface consists of eight to ten thin layers of ice. The first few layers are painted with game markings and logos. The upper layers seal the paint and provide the playing surface.

Also possible, lousy kids with leaks in their homebrew ice rink. This is Illinois, not Alaska, and it's not even properly winter yet-- they don't live on permafrost and any leak at all was going to happily soak right on into the ground while it slowly freezes.
