They've been there before. I remember going on a family holiday to Ullapool (in the Scottish Highlands) when I was a kid in the late 70s, and there were loads of Russians wandering about - there used to be up to around 50-60 Russian / Eastern European boats docked there at any given time. It seemed exotic, what with it being Cold War era and all, to hear Russian being spoken. Us kids thought they were spies (who knows, maybe they were), and that James Bond was going to sort them out.

Ullapool is not far from Loch Ewe, which has a couple of "Z Berths" for nuclear submarines, and a NATO refueling jetty. Not only that, it's also near the infamous "Anthrax Island" of Gruinard. I can see why there might be Soviet interest in the area.
