Because the FCC needs to translate a simple mission into an expensive, verbose, technically detailed mandate:

The CALM Act requires stations to buy equipment that regulates these sound levels, ensuring the mean volume of the advertisements is no louder than that of the programming. It will be regulated with different check systems, depending on a station's size.

They'll still be able to get around it by compressing the audio on the commercials to put every frequency at maximum volume and having the programs aired at their original levels where just the peaks are at maximum volume.

If I wasn't watching a hockey game and trying to relax for bed I could do a screencap demonstrating what I'm talking about.

Strangely enough, I thought this already gone into effect. I haven't noticed it lately. And nobody hates commercials more than I do.

Hopefully the "new equipment" needed for sound regulation will be obscenely priced so local commercials will cease to exist. Wishful thinking probably, cause you see, I've got a right to dream.

Actually the article is pretty clear on why - it's because the mandate was put on the broadcasting stations and not the commercial creators. However I suppose the question then is was it really the commercial creators cranking the volume up, or was it the broadcasters (or a little of both)

So they put the onus on the broadcasters instead of the ad agencies. It's simple. Just don't accept commercials that are so freaking loud. Put it on the people who actually cause the problem.

TV stations and cables can easily change compression methods to keep it from happening. They choose not to.

Ah, saps who still watch TV with commercials.

It aint perfect, but I've gotten by the last 5 months without cable. Buy AMC and USA shows after they air on Amazon, rent Blu-rays from Netflix when new shows come to disc, and a friend gives me access to their HBO GO account (which I'm confident HBO will eventually sell to non-subscribers).

And I'm saving like $80/month.

My father used to accuse me of having a hearing problem and yell at me for having the TV so loud. I was never so happy as the day when I could show him an article like this and say "Ha."

The original CALM act signed last December gave the FCC the power to grant a one-year exemption to those stations that show they would incur "financial hardship" if forced to comply with these standards. After that time, they can apply to renew that exemption for another year.

It can't be that expensive, can it?

Since my favorite cable channels have been going the way of 'reality tv' with Nat Geo just hanging on by a thread over the Reality pit, commercials every 6-7 minutes on several channels I like(d) and Sci-Fi (or whatever) cancelling ANY series that requires more than a third grade education from the audience... I've canceled all my paid television services.

I've found that I actually don't miss them just because I remember them in the state that they were in when I quit watching rather than how they were just a few years ago.

I could care less, thanks to modern technology. PVRs are a lifesaver, and in the rare case that I watch a show live, the "mute" button takes care of the noisy hype.

Radio commercials are much more irritating to me than TV commercials. I wish they would pass a law to: a) shut up that guy that talks at 5x normal speed before the Green Light commercials; b) allow advertisers to say the phone number only once; and c) restrict the number of times the same ad can be played in the same half-hour period.

Why don't they yet have a radio with a PVR function on the market? It wouldn't be too hard to implement with modern technology.

I'd be happy if they just banned the ads that go "Back to the show in just a sec, but before that..." Oh, and Hardees ads. God their commercials are stupid

The worst part about radio ads is how they feel this need to put road sound effects in the recording. Car horns & police sirens do not belong in a radio ad, yet they are in between a quarter to one half of them on any given day.

The 2 rock stations here also have a strong tendency to play hillbilly ass sounding stations, and each one has their own generic radio guy who does most of the local commercials.

Then there is the business owners who think they have a radio voice but do not.

But mostly, yeah, the sounds that make you think they are coming from outside the damn car.
