As a lover of animals... I would like to volunteer to adopt this feline and care for it to the best of my abilities (and it's finances).

The law should be that any cash bequeathed to an animal should be given away to a random person who (according to their tax return) makes less than $40,000/Year.

Imagine getting a huge check/cheque from the IRS/inland revenue?

/Persons currently being audited are not eligible

I can't either.

So, a small modification.

The tax filing is used only to determine elegibility.

The actual cash goes into an escrow account until a winner is determined.

them see me trollin': so assuming the cat has no will, what happens to the estate when the cat dies?

Pets can't legally inherit outright. Instead, a trust is set up for care and maintenance of the animal. That trust will have a provision for who inherits after the death of the animal.

Are you saying the winner of the new KittyKashTM lotto should be someone who only makes minimum wage?

Since they would be making less than $40,000/year they are eligible.

I'm not sure what you mean by the 1% thing.

I almost forgot to ask.

Who are the two richer pets above this cat?

I'm no economist, but I think they cost of living may be different in some of those countries. Also, who's playing victim? Seems more like a "wouldn't be funny if" kind of statement.

Much as I love cats, this is ridiculous. 10 grand ought to cover just about anything a cat could need for the rest of its life. 10 Million could help a whole lot of cats if there really aren't any people one finds deserving.
