If I recall, Mike Rowe had gone on to explain why they use this method in a TED speech. Basically it was faster, more humane, and herders have been doing it in similar fashion for hundreds of years.

The state recommended method is (in retrospect) safer for the farmer but more painful and lingering for the lamb.
Its a situation of some ivory tower professor-of-farming writing instructions that no one in the business follows.

OK people, cut it out. It doesn't take a lot of balls to hurt a defenseless animal. These guys are pricks and deserve to be locked up. I don't know what the hay is wrong with them but they, and others like them, should all be corralled and put away. The shear stupidity of their actions is only outweighed by their dickishness.
