She criticized the Obama administration for failing to identify the threat as radical Islam.

And the letter is where...?

Lemme guess, the actual contents of the letter is much less outrageous than FOX would like us to believe.

This is what political correctness does to a culture. When it is important to speak honestly on a topic, people are fearful to do so. This has long term and damaging effects going forward.

A muslim was encouraged and inspired to commit mass murder due to a muslim cleric that he was in contact with and the teachings in the Koran. He is an islamic terrorist. He committed an act of islamic terror. His motivations were 100% islamic in nature, just like we have seen many times before from many other muslims. It's stupid to be afraid to discuss what actually happened and why it happened. We don't have any problems saying when someone "goes postal", so why get all touchy when someone "goes muslim"?

A bit of a euphemism, if they're that specific; however, they're likely rather more general, looking to preventing other sorts of "going postal" beforehand as well as "going jihad".

That said, the military isn't above the occasional euphemism, like "retrograde maneuvers".
