I heard about demonstrations of this way back in the mid-90s, so it's at least that old.

I did just get a thought, though: This phenomenon can be abused by claims of people who hear voices of the dead in static.

The opposite is also true. You can introduce a deadband to help reduce dither in an actuator. If you don't have enough noise though, you'll can get some steady state wandering. Noise of various colors aren't a half bad way to characterize a non-linear physical system as well.
