I thought it was largely due to the huge number of seals around the cape. An all you can eat buffet would tend to draw sharks in.

I'm gonna go with "South African waters are the only place in the world where the sharks are so completely f*cking insane that they jump clear out of the damn water" as the most likely explanation.

although, the article had mentioned that the frequency of attacks had increased dramatically recently. so, the issue remains, are there more sharks, and if so, why are there more sharks.
