Yes, but the list demonstrates that they are perceived as trustworthy.

There may be a great deal of corrupt behavior that is carried out in the Bahamas, but this is only possible because the parties involved trust the establishment there.

It is sort of like the Swiss government. I have a great deal of faith that the government there is incorruptible, while I am also equally sure that any number of highly corrupt dictators, despots and other shady characters use the hell out of their system.

Same goes for our elections. We had one the other day, simple tick in the box and that was that. No farking around with machines or anything, because if any party every tried to fark over our system of democracy in such an abhorrent way it would not be featuring in any way shape or for at the next election. Except perhaps as a warning to others that even attempt vote rigging in a country where it is impossible to sleep with someone you are not already 2 degrees from.

Especially in my industry, which is so incestuous we make parts of The South look decidedly diverse in their gene pool.

I made it out of the NZ public service and into a university job three weeks ago. I was tired of constant departmental reviews and austerity. The rules are a little exacting there - I went to a conference a few weeks before I left. I couldn't put my name into the draw for an iPad at a vendor's stand because it would have been improper to take it if I had won. You can't even keep your own airpoints if you fly somewhere.

Hey, that sounds familiar! 'Cept we would just have to declare the iPad if we won it and let the boss decide if we could keep it. The airpoints thing gets very murky for us. It's dodgy for us to use if it's for our own purposes, but not dodgy for us to use them for work related travel (such as training) that happens to include a few days off afterwards. I have given up trying to point out this hypocrisy, and accepted that there is a way for me to use my airpoints in a way that benefits both me and the company.

Among moderately corrupt places there is a big difference between whether full-service (Mafia like) organized crime exists or only single-purpose organized crime (such as drug gangs or car-theft rings)

In places like Italy and India, organized crime bribes the police.

In places like Brazil, the police function as organized crime and quash major civilian competitive organizations.

If you think Canada is corrupt, you haven't seen much of the world. True, there may be investigations in the news all the time, but there are hundreds of politicians--one politician feathering his nest at the expense of the taxpayers is nothing compared to a country where judges, police, politicians, the military, civil servants and private citizens all have their hand out for a bribe or are all selling public property.

Italy is so corrupt that you can't get a security clearance if you've worked, studied or lived there for any time because it's that easy to get fake documents from the police. Many poor countries are less corrupt. In many countries the pay for public servants is so low and so infrequently paid that everybody HAS to be on the take. In India, schoolteachers have other jobs and in a school with 100 teachers on the payroll, 25-50 might never show up for work, while others would demand bribes to teach anything. If you're not paid, you can't do your job for long without a second income or bribes.

I never take the exact position in these polls too seriously. In fact, if you look at the website and click on on a tick box, you can get the confidence levels. Canada for example, might be tied with any country as far as Singapore, while number one, New Zealand could be tied with the next four countries. Assuming that any group of five countries is probably roughly tied is not unreasonable. In many of these polls, ten or twenty at a time might be more reasonable.

Cushy my shiny metal ass, I have to work to a living! That was the most disappointing thing I found out after getting the job. Apparently, some civil servants actually have to do some work to make sure the place isn't two meals away from chaos! Sadly, turns out, I'm one of those.

All I know is that I'm now making better money, I've got shorter hours, I've got more varied work and more responsibility and now have free parking within metres of my workplace - admittedly I moved back to Dunedin, but still that means I can afford a house rather than having to rent in Wellington and my commute is 10 minutes.

The unplanned public sector turnover (i.e. people quitting rather than being laid off) dropped to a record low last year. It's already rebounded to 2009 levels. I've every expectation that there's a lot more who are looking to get out if they get the opportunity and if work gets that bad, then it may open some up to corruption.
