All they are is a document that says the name by the "A" on European drivers license is the last name and the date listed by the "3" is the persons birthday (but won't say its day-month-year). Most ALL countries require that you have a current valid drivers license and may want the International drivers license if its not fairly standard. I'm guessing Alabama cops are more confused about things than normal.
