Since Citizens United, the Supreme Court says money equals speech, so if you have no money, you have the obligation to remain silent.

This bill is massively illegal. They have already proven that they are willing to put completely unreasonable and arbitrary estimates on the "damage" of protesting (remember the $7M tape removal because people stuck signs on the marble in the capitol?). Now they want the power to stick protesters with whatever number they come up with? The first Amendment doesn't say you only get freedom of speech if you have enough money to pay the fee the government sticks you with.

Or another way of looking at it - part of the cost of running the Capitol is cleaning up after public demonstrations that happen there. It is a place for the people, paid for by the people. You don't get to charge an arbitrary cost if the people that come to the Capital say things you don't like.

I can't believe a supposedly reasonable left-of-center state elected this guy. His attempts to reign in those who don't agree with him are ridiculously heavy handed and shameless.

Basically, a right to assemble tax. The Wisconsin poll tax was insufficient, now free speech. Why not a muslim tax? I'm assuming arm bearing taxes are out of the question, but which other constitutional rights can we charge for?

The Madison chapter of the National Organization for the Reform of Marijuana Laws has sued Mike Huebsch in case number 11-CV-1240 regarding access to the Capitol.

Unfortunately, due to the fact that they were drafting the policy change before the initial lawsuit was filed.

now that these rules have change, an amended complaint will be filed.

This is not going to happen without a fight.
