Gaga is following in the tradition of Ziggy Stardust and Klaus Nomi, creating an onstage persona with harmony between the visual, aural, kinetic, intellectual, and programmatic. The music is not something separate from the costume; it's a complete act of Gesamtkunstwerk.

A strange thing to say about someone who can play AND compose music. Do a search on YouTube for Stefani Germanotta. The girl can sing AND play piano AND write her own stuff. She's not as cryptic and poor as Tori Amos, but they do the same stuff. Oh, and LG can dance and has a rockin' bod (despite the bu bu bu bu butter face).
