Not really considered rural. For the area that's considered a ghetto with the housing projects and all. Drove down Magnolia Ave once and the prostitutes are too lazy to even stand up, they sit on a porch or the curb and lift their skirts as you drive by.

I can honestly say that I read that last name and drew an absolute blank when I tried to picture its owner. "Pordnijiah" looks like it could be something from south Asia.
