I wonder if it wouldn't be cheaper in the long run to just build homes for them and give them a little food stipend. Plus, some temporary construction jobs.

No, they did.

They're not trying to solve the problem of being homelessness.

They're trying to solve the problem of homeless people in their cities.

This fine will scare them away - ideally to other countries, at which point, "mission accomplished". All it requires is no humanity.

You have to think that this is something the PNAC is jizzing their pants about.

Why stop at fining the homeless? You can criminalize a whole slew of undesirables. Low credit score? Fined. Lost your job? Fined. Get injured and don't have insurance? Fined.

Can't afford to pay your fines? Fine, we'll just put you to work in our new factory where you'll get three hots, a cot, and the chance to learn a new trade while you're working off your fines as well as the cost of your room and board.

The homeless tend to congregate in large urban centers. As such, they tend to bear the brunt of the cost in dealing with the homeless. Other municipal services tend to suffer as more money is siphoned into social welfare, making the city more of a cesspool, which drives more people out of the city, which results in a loss of tax revenue, which degrades services further, and so on. Granted, high transportation costs keep suburban flight a bit more contained in Europe than in North America, but eventually there is a breaking point.

Criminalizing homelessness isn't going to solve anything unless you take a couple more steps into the extreme and place them into forced prison labor camps where they can work for their room and board. Of course, now private companies have to compete against workers earning slave wages, which results in wage depression and all of the other ills that come with it. So it only works for a few niche markets where they don't fark with the rest of the economy. Too many homeless for that.

Of course, nobody would be hungry in Hungary if Soylent Tápláléklánc Zrt were to incorporate.

I'm guessing that the real target is the gypsies, but it's even less politically correct to make a law banning gypsies...
