True; just like that "tank" that the Tampa police had is just old, old, old army surplus. And you could enter a '40 Ford in a NASCAR race but that wouldn't mean it could compete. That's a 30s-era design!

I was never enthralled with the idea of infantry in anti tank operations myself. They're a nice "Oh fark, T-80s out of nowhere" weapon, but that's about it. Personally I loved the AT-4 and was sad to hear the FGM-172 was killed off. The AT-4 was a kickass bunker buster. Machine gun nest? No problem sir!

Admittedly not so useful against a tank, but they you could hump a decent number of them around in a squad. Odds are you'd run into an enemy hardpoint instead of a platoon of enemy tanks.

/leave the armor to the Apaches, Cobras, A-10s, etc

It's horrible.

No reason to use it.

Takes forever and a day to lock on and even if you do it right the damage is minimal. You can only carry like 3 missiles for it compared to like 9 for the RPG and 3 isn't enough to kill a tank, specially if there's an engineers on the tank.

The Javelin is really great for those pesky T-90s. You just have to make sure your covered behind a rock really well or the operator is a n00b, just rushing past his surroundings with no other support.

Pop out, fire your load, and run like hell because someone will notice that they're tank just went boom and will be looking for you.

Also, even more fun is planting C4 on the back, but sometimes that takes two hits to completely kill the vehicle.

The problem is that now a days they are not being used against tanks, but against snipers with $100 rifles and $500 Technicals. That is in part how we lost in Vietnam and it's how we are losing today. Killing your enemy is only one way to defeat them. Bankrupting and exhausting them is another. This sort of strategy has been known for thousands of years and it is quite effective.

VERY IMPORTANT
javelin IS worthless unless you pair it with the SOFLAM available to the recon class. He lasers the tanks (or aircraft!!!) you lock on WITHOUT line of sight, and the rocket flies straight up, coming down seconds later for increased damage! 2 shots to blow up any tank in the game (engineer or no) and 1 shot for aircraft. (so awesome to watch them pop flares that are useless because it's laser guided)

My dad was an engineer on the Javelin when it was in development. He showed me a video of it going down the barrel of an Abrams tank during testing back in the 80's. Wicked little beast.
