When you heard that long 'pppffffttttttt' of the place being vented, and the wind was coming our direction, you did not want to be outside. I couldn't even describe the smell, but nobody had to tell me what they were burning up over there.

Actually, you can. Wanna know where medical waste from a hospital goes? Into either the incinerator or the landfill (after it has been processed of course). The reason a hospital doesn't throw it in the straight into the dumpster is because they usually don't have waste processing facilities on-site (it's easier to have it all done at a centralized location than installing the necessary equipment at several spread out locations. Also, that way people who dumpster dive don't get horrified when they discover diabetic Grandma's amputated toes). Things that can be incinerated are; things that can't instead get crushed/compacted and then throw in the trash.

It is entirely possible, even if unlikely, that this clinic was processing medical waste on-site and then disposing of it in the dumpster out back. And, like you said, there isn't a whole lot of info in the linked article concerning the alleged "fetuses in the trash" to make any sort of judgment was to what was going on.

But that won't stop the derpers from ragin'.

At least two of them specifically identify human tissue, blood, and surgical waste. Heck, even poop and pee is a biolhazard and requires the same treatment if not deposited in the 'usual fashion'. The fact that the writer is claiming it as not illegal throws doubt on the entire claim.
