Charge them with a misdemeanor misuse of a shower nozzle. Ten dollars and costs. Like if you kill an old fart, your sentence is based on the average time they would have lived,...say 2 years for an 89 year old.

Besides, if the old lady was Muslim she deserved it just for that. And waterboarding her in Georgia was a kindness: at 89 she was too frail to survive the walk to Gitmo.
